Of course, you can be highlighted in whatever color you want, it doesn't have to be a blonde as in the pictures above. Usually a partial highlight means that the stylist is only coloring the top section of hair, and sometimes the sides in the front, while a full highlight entails highlighting the entire head, including all the hair underneath.
A partial highlight looks more natural and grows out more gracefully.

I don't have a pic handy but I am a cosemtology student and partial highlights are highlights just on the top of your head. None underneath. So you'd have probably at most 8 hightlights going around the crown of your head.
