What's the difference between 'foil highlight' and 'partial highlight' ?

I'm getting my haircut soon and I need to know what the difference is. The price is WAY different, but I don't know what they mean.

hm that's a little pricey for a partial highlight. This means when the stylist uses about 8 or less foils, meaning that only a few places in your hair are lightened. An all over highlight, what they have listed as ';foil highlight'; is where they do more than 8 or so. It varies from salon to salon what they define partial as. Call them and ask! If you want all over highlights running through your hair rather than a few face framing or surface ones, you'll have to pay the higher price.What's the difference between 'foil highlight' and 'partial highlight' ?
Partial highlight is much more light, foil highlight are very noticable highlights. (:
